This session reviews the evolution of seismic design requirements in the National Building Code of Canada (NBC), focusing on Structural Design (Part 4) and Steel Design Standards (CSA S16). A large portion of Canada’s building stock predates 1970, when the first probabilistic seismic hazard map was introduced. Since then, seismic design loads have increased significantly—from a 100-year return period in 1970 to a 2475-year return period by 2005.
To support the evaluation and upgrading of existing buildings, NBC includes guidance in Commentary L of its User’s Guide. Buildings assessed using these guidelines are expected to meet performance levels consistent with NBC’s intent. For example, the 2005 Commentary L referenced the 1992 NRC Guidelines, which were based on a 475-year return period.
In 2015, Commentary L introduced three levels of seismic evaluation tied to different hazard levels, all requiring full earthquake loads without reduction. The upcoming 2025 edition will adopt a three-tiered evaluation system based on the new Seismic Evaluation Guidelines (SEG) for Existing Buildings in Canada, designed to align with ASCE/SEI 41-2023. Tier 1 and Tier 2 focus on Life Safety, while Tier 3 supports both force-based and performance-based approaches. Case studies illustrate how existing steel buildings can be evaluated using Tier 1 and Tier 2 procedures.
